I looked at permissions, i didnt see anything i could change to help this...i made the channel moderatred so that i can have operators...but then it wont let ppl talk unless they are voiced...some way i can change this?

also, how do i allow everyone to register with teh server?

Only way is that you give registred users auto voice. Unregistred users need to be given voice every time.
You can give operators the right to grant and revoke autovoice, so you don't have to do that all by your self or your channel admins.

Go to the server permissions for anonymous users and check the PrivilegeRegisterSelfByDefault checkbox.
