you can't, unless your ISP is willing to cooperate. They will probably ask money for that

You can get a domain at www.dyndns.org in the form of myname.dyndns.org for free.
Also you can get update tools there that keep the domain always actual with your IP (Or you have a router, most of them support DynDNS out of the box. No need for the update tools then).

Then you friends can connect to you with myname.dyndns.org no matter what your ip is.
And this works with other servers too (web servers, game servers, ...).

Mate ask your ISP for a Static IP - this means that your IP will stay the same, though they will probably charge you extra for it.

At the moment it has a protocol of DHCP (Dynamic Host Configuration Protocol) which is exactly as you described above - though the IP is given to you as soon as you connect to the network (i.e. the WWW) you are assigned a IP usually in a certain range i think routers are something like 110.xxx.xxx.xxx or somet like that. Anyway i bunged in some more help below from my networking assignment i did on my AVCE ICT course:

Why mention DHCP and Static IP?

IP addresses are given to devices on a network, there are two ways I which this can be done:

1. Static IP: - This is always going to be the same IP, usually can be integrated on any type of network, unless the network is large.

2. If it is a large network and computers on that network are reconfigured then it is best to use DHCP, ISP’s (Internet Service Providers) use DHCP.

DHCP: - Stands for ‘Dynamic Host Configuration Protocol’ which automatically assigns IP addresses to devices on a network. Though it is usually best to keep it only automatically configuring computers. Then giving devices such as routers, switches, servers and printers a static IP so the network can be running efficiently with no changing of the important devices.

There is also another great advantage to this - hackers will find it hard to get in ;) (******* poeple, hate them to bits well the crackers as their really known as, hackers being the good guys of course going after the crackers - did that make any sense ? lol
