Sorry man, your manuals aren't helping me the slightest bit at all. If you don't want to give me a step-by-step instruction, could you please tell me at least where to look in your manuals? I didn't find a single part in them about how to make my own server.
Install from the link above. Go to the location you installed to, double click the windows server icon, read the readme.txt file to get started. You will need a copy of the client to log on and use your server, but you can macromange your server from the built in (html) tool which appears in your windows menu bottom right of your screen, when your server is running. Read the how to run a server sticky above. Teamspeak is extensively documented, and the admins here are (overtly) frustrated with constantly pointing this out. - Tink

Yes, TS is free for non comercial use.
But I don't know if that is limited to reselling.
(e.g. If you want to replace your company phone net by TS would be commercial use also).
But I am not sure here.
