Sub-Channels: How?

How do I get sub channels to work? Whenever I right click on a channel (such as Call of Duty Public) the "Create Subchannel" option is greyed out... Yes I am the server admin.... Do I need to log on as a superadmin or something?

Try Superadmin and try changing from public to clan
