what is "moderated"?

What does the "moderated" command actually do?
I can't seem to notice any difference when I switch it on.

Moderated is like puttiing channel under control. It will not give channel players voices through. To hear player admin have to manually give voice (command) to player.

So it is possibility to give rights to speak in channel.
