Server Admin

I was wondering if I could let my users login into the webadmin server but not be able to delete users, so that they can just look around and not screw things up!

first of all: is there any reason why this would make sense ?

second: as far as I know, this is not possible (I wouldn't know of a way to do so as beeing able to login into the webamin gives you the right to change settings.

Just wondering, if i could give my Channel Admins rights to the adminserver, with out them being able to change many details.
