SA's Seeing All Users?

Ok, this is a weird problem but I cant find anything on the forums for it, the problem is we create a secondary server, when we login it is fine but when we create channels the Server Admin cannot see all the users on the new server only ones INSIDE the same channel he/she is in, how can this be fixed?

- public server: you see only the people in the same channel as you are

- clan server: you see all people in all channel

As far as I know, there is no special treatement for Admins.
This should be covered in the manual ?
