Server or Deamon?

I am looking at hosting options for my website AND TeamSpeak. I asked about Telnet acces, and this is the response I got:

"I must ask you about Teamspeak. Does it run as a server or background deamon? if so you will not be able to use it i'm afraid."

Question:
Which is it?

Both is possible I think and imo in both cases you can have telnet access :D

You should be cautioned that when you change your hosting provider, be sure it is a host that will be willing to open the required ports necessary to use your teamspeak server.
