Server Setting Big Problem

Hi i dont know what is the setting for when someone connect to my server he get voice automaticly :( because now he press right button and choose voice thats suck :( someone cant send me a mail for say me what setting put for correctly this problem thank you

make the pople registered users and check your rights setting in the webadmin that registered user have voice rights (they have it default)
