Can you help me with guest 1 problem

I am a admin of a voice server who handles about 40 people at a time. My problem is i have people coming in and out of the server with guest 1 tags who do nothing but annoy, degrade, antagonize, racialy slur, use profanity, and so forth. I ban these ppl and they are right back in the server in a matter of seconds.

My options:
I can allow access to all rooms but limit voice to registered members only; this will make alot of people mad because its too much trouble for them.
I cant make the default room private so...
I cant see their ip?....
even if i could i think they have a dynamic ip anyways?.....
Any ideas???

Well, you could make the lobby moderated and strip anonymous users of their privileges to create channels and join registered channels.

Then they have to register if they want to cause trouble.
Depending on your policy you could even prevent anonymous users from registering themselves.
