why so upset ?
I already told you that you have a port forwarding problem (many modems which you get with a brodband access behave like a router => they can handle more then one PC behind it => NAT => port forwarding) and I still think you're dealing with this problem.
=> read your modem manual for how to set up a port forwardign for the TS server port (sry, but this here is not a router help forum as this would burst the scope of this forum)
well for some reason my modem didnt come with a manual  so well i will search on the internet and c if there is a manual for a westell modem manual there thanx for the help anyway.
if you didn't got a manual, you should contact the seller of your modem and ask there for help. Maybe you'll find a router forum (www.broadbandreports.com) where they discuss your router/modem
its not port forwarding... i had the same problem a while back, it just needs "boundip= <current IP> " in your *sever.ini* file which sometimes goes under just *server*

could be as well, BUT if he uses a NAT access and hasn't setup a port forwarding, the bindtoIP will help you nothing !
BindtoIP should be only required if you have several IP interfaces in your server PC and you want to listen the TS server only on one specific interface.
this is what it says when i give a friend my ip:
[16:51:02] Connecting to 192.168.1.46:8767
[16:51:05] No reply from server
Maybe the server is offline
or maybe teamspeak is not running on it
but it says that when im on the server
im running it and i still cant find the server .ini. i reinstall it and ran it again
