There are people that are able to change their IP at will and they have been coming on our TS Server. U ban them and they come right back in. How can this be fixed?

Short answer: you can't keep anybody out without keeping out legit visitors.

Long answer: It is possible to refine the banning, for example you could use a bot that tracks the server log to kick people by nickname.
Or you could take away the anonymous user's privileges to register themselves, create unregistered channels and join registered channels.
Then you make the default channel moderated. Now all they can do is sit in the Lobby and look angry. On the downside you have to manually allow legit people registration or create the accounts yourself. This process could be completely or semi-automated if you combine it with a forum registration or a forum plugin with which you can automagically create TS accounts for your registered users and have the credentials e-mailed to them using the same e-mail address that they used to sign up. The latter is the method I'm using.

GRRRR....I had to deal with this kind of crap tonight on our server. A knucklehead joined tonight and I "BANNED" him at least 6 times. After speaking with another admin he said he had banned the same person at least 5 times earlier that day. We've tried to talk to the nimrod but he is just that, a nimrod. Someone that has nothing better to do in life than piss everyone off. Doing a little searching in the forum I see that there is not much to be done about banning him outside of creating passworded channels. Obviously this isn't a good solution when you advertise your server in game broadcast messages.

With that being said I was wondering if you can add some sort of generated hash key when TS is installed so that when you ban someone it bans on the hash key instead of the ip or nick?

Ah, Nimrod, the mythical great hunter ;)

Just collect a few of his IP addresses and ban the whole subnet he's in. This will help you get rid of him for sure, however you might also prevent some legit visitors from using your server. Good thing is, after one or two days these people will already have forgotten about your server and moved on to the next.

If you use the IP banning function of Teamspeak I believe like this: 192.168.0.*
If you do a nullrouting you do a route add -net 192.168.0.0/24 reject. I think the syntax is the same for Windows as well.

the people must have ip scramblers witch will kepp changing there ip and it you make it monarated they can kepp hiting voice then again ect.... so you coulds just make your server a public and make most channels passworded :D

Use a password for your server. Then if you have a guest you want to join they will have to ask via your forums, IRC or some other means. It's a pain in the arse, but more secure and you don't fill up your ban list.
