I don't know if you can really call this a "fix", because it causes obvious problems when other programs try to use the sound server.... BUT if you're using Linspire or Lindows and you truly have no idea how to fix it, just do this:
Go into Control Panel, Advanced Settings, Sound Server, and uncheck the box that says "start aRTS server on KDE boot". It will give you a warning box, just click through it, and any instances of TS that you have tried to start will suddenly pop up. If TS doesn't pop up, you can type TeamSpeak & in the console and it should work.... unless you have some other sound server running which would also keep you from using TS!
