Operator Function

First of all what exactly is the Operator, Auto operator function? I have SA rights and and the server is set up to grant operator rights but the button to grant others rights remains non functional along with Auto Operator, Voice, and Auto Voice. Thanks gor any help here. :confused:

the channel needs to be moderated to grant AO, O, AV and V.
