TS lags

When I connect to a server, or have TS on, my WHOLE computer lags, even video games.
When I turn it off, everything runs normal. How do I fix it?

Dell Computer Corporation

Intel
Pentium 4 CPU 2.4GHz
2.39 GHz
512 MB of RAM

what does the Task manager says ? Which applications uses a lot of CPU time ?

I would assume it's a driver (Sound,...) which use too much CPU time.
