Same problem with different soundcards?

This is very odd and I was wondering if anyone has run into the same problem. I have this problem where I hear other people say things twice. I mean it sounds like there repeating themselves (not an echo persay because the 2nd time i hear it, it's as clear as the first time). And I have the problem with my audigy 2 card (kx drivers and creative drivers). I also tried my motherboard onboard soundcard and I still have the same problem. So, Im going to assume its not the soundcard at all. Which would lead me to believe its either the motherboard or a setting in TS itself. Any TS experts out there have any ideas? it's sounds to me who ever your in t-s with is useing voice actavation .. and when someone talks there mic is picking up the sound from there own speakers !!

go to a server with only 1 person in it !! ask if there useing press to talk ! if so chat with them and see if you get the echo !!
