Is TS a IRC? reason for this question my dedicated server the company does not allow IRC on there network

no, ts has nothing to do with IRC as TS is a voice application. Still you should read the FAQ as there are ports mentioned required by TS (some of them you may change).
If they block incoming/outgoing ports, you're probably out of luck.
