It's a fake. First: It is not Teamspeak 3. It's 2.0.32.60 and second: It's a illegal version. There had been some changes on the source code and it's partly translated into german.
Translations are no bad idea, but it's better to have a written permission of the authors.
And they will publish these files on the offical site. Otherwhise it's illegal.
Downloading of clients and server anywhere else than the official download area on teamspeak.org is a risk. The files can contain a virus and damage hard- and sortware and cause missing files. So stay away
I think all other regular users and also the teamspeak team will agree that it's not a good idea to download and use these files.

Agreed, not only does that not work, but stay away from any TeamSpeak download not hosted by this site :). Shame on Release for attempting to pass this off as a TS3 beta. Even if it were really a version of TS3 this thread would be deleted fairly quickly as it would have been an illegal leaked beta...
