Along the same lines as Channel Commanders, I'd like to see generic groups assigned in TS.
Users can join these groups using binds, and you can whisper to all members of a group.
Suggested binds:
Join Group (arbitrary groupname part of the bind)
Leave Group
Toggle Membership to Group (Does both previous)
Whisper to Group
The UI could optionally list the groups each user is a member of in brackets after their name.
Groups don't need to have permissions associated with them, other than maybe a flag saying if group whispers are allowed.
