Can 2 computers run 1 TS server?

I'm helping host a TS server for A counter strike clan. When im not on i want my friend to host it for me. How can we do this?

By exchanging the essential files (server.ini and server.dbs). But if you need the TS server that badly (and if your clan is large enough) why not everybody chuck in a buck or two and rent a TS server? It's not that expensive and it's always on.

no, this is not possible, you can not "connect" two server together. After you turn off your PC your clan mates will have to change the server to the one of your friend.
But you can sync the data as Brain proposed. Still, I would suggest as Brain did, rent a server
