Unable to Ban IP address after installing new server version

I recently upgraded to the latest version of TS Server. After doing so I lost my banned IP list and can no longer ban IP addresses. This is quite a problem as there are a lot of people that like to be very annoying and will keep coming back after being kicked. If anyone has any ideas as to how to fix please let me know. I have checked all the server settings to make sure that its set up so SA can ban and it is.

P.S. when I try banning someone all that happens is they are kicked from the server and can return at will. I have checked my show IP Bans list and nothing is being stored there. I have also tried manualy banning someone for there where it says add and still nothing.

Don't know what the problem with your ban list is, but...

if you've problem with unwanted people, you should not ban them - as they can reconnect to their ISP and get a new IP - you should better set a server password. That's THE way to keep unwanted people from your server.
