Can't see other users logged in

I am running my own non-profit public server, me nor my other users cannot see other people in the server unless u join the channel. Why is this? :confused:

TS Server version: 2.0.32.60
O/S: Windows XP Proffesional
CPU: P3 @ 866
Int. connection: Cable

i am having the same issue and it is only been in the last week what gives??

public setting in the webadmin allows you to "only" see who's in your channel , a clan settings in the webadmin will allow you to to see all in your server ...
