logging into server administration from another computer??

I was curious how you login to someone elses teamspeak server administration page so I can help him out with setting permissions and securing his teamspeak server.

Tell him to read the manual. It tells how to use passwords there.

as you may have noticed, the webadmin uses TCP/IP. So you login to the webadmin of any remote TS server by it's IP, it dosen't matter if this IP is within your own LAN or in China or somwhere else. The hoster of the server just needs to make sure that the webadmin port is open to remote access.
