yes, of course ! You can watch TV even if the power supply and the TV supply are unplugged, why shouldn't it be possible to run a programm on your PC while it is turned off (the sarcasm tags are ordered, but came too late to be inserted here).
You just need to have some magic knowledge and it will work.

Or you could rent a TS server which requires less knowledge in magic.
