High lag caused by user?

OKay... i host my own TS server right off my computer, so I was playing Americas Army while chatting on my server, there was seven of us all on the same Americas Army server, and then this person logs onto my TS server, Guest1... well thats expected, then he starts swearing and screaming at us, and I asked him to leave... he yelled defiantly and suddenly our pings were through the roof, we could watch as our pings steadly increased to 10000+ which is insane, being how we started at 50-60 ping. So i minimized out of the game and banned him.. sure enough the pings dropped extremely fast, back to the normal 50-60. So what is this? an exploit or what? and what can i do (other then password protecting the server) from stopping this from happening? Thanks in advance.

1) if you do not want to have unwanted person on your server => set a server password. That IS THE way to go !

2) IF you run the TS server and Game server on the same PC, I assume you're already at the limit of your bandwidth => ping goes up

you can aso BAN this player if you know his IP
or if he's in your server

i have this system: enyone can join but if someone is iritating that ill kick/ban it
