I am one of the admins on public TS2 server. We have kids come in who are trying to ruin other players experiences by coming in and being offensive. One of them was using a static ip. Is it possible to ban a full ip range? lets just say his ip was...29.55.134.55. the 134.55 part kept changing. I tried to ban 26.55.*.* but ts2 would NOT recognize the range of the ban. any help here would be appreciated

No. There is no way to do this. Your provider can do it or you can do it via a firewall.
