No Voice

Im a new TS user, and when people join my server they have no voice and i have to grant them a voice.
Is there a way to set it so they have a voice as soon as they join?
Any help would be appreciated :)

you made your channel moderaded , go to edit channel remove the check box . registered is the one you check to keep channel in server , default is the one players log in to like lobby.
