There's no title to the pages but I believe the first section gives you the option of allowing/stopping traffic through in one direction or the other. This is about permitting traffic through rather than redirecting ports.
I believe the Outbound/Inbound port fields refer to the final destination port for the network traffic. If your router allows all outbound traffic to go through by default then you don't need any rules regarding outbound ports. Do you have any idea whether this screen is for setting rules for allowing or blocking? I can't really tell from this.
The bottom screen I think maybe for port forwarding. Are there any titles for these columns? There seem to be too many.
If first is "Enable" then check it. 2nd field description Teamspeak, 3rd/4th fields - if one is regarding IP addresses then you need to allow all - that may be ip 0.0.0.0. If the other is port number then 8767 (or another if you're not using default) Select UDP. The next field is the internal IP address of your LAN ts server machine so enter the value there. The final two fields, Ive no idea as there's no title.

Ignore triggered port forwading. That's for applications that go out on the net before you need to open a port.
A pure server just requires persistent port forwarding
click enable.
description - teamspeak server
inbound port, 8767 8767
type - uDP
Private ip address = last octet of your pc internal lan address
private port - 8767 8767 (unless ts server set to something else) (You may need to put in 8767 8768 if router doesn't like that)
