how do i get my ts server to grant voice rights to people on connect? i want the option to take voice rights away from people.

This is not possible. The closest thing you can do, is grant the privilege of anonymous or registered users to give theirself voice rights. But they wont know unless oyu tell them, this way, when they join, then can just right click on their name and give theirself voice. However, if you wanted to take it away from them, they would be able to give it right back to themselves. So there is no true way to do this unfortunately.

What's the difference between taking voice rights away and just banning them from the server? Are there other things they can still do?

beeing able to listen to the conversation. That's a difference I could imagine would make sense in some (special) cases. Else, I'd say there is no other ?
