Do you have to have TS server running to be able to go to the webadmin control panel?
Or can you visit that area off TS client if so how?

Yes the server has to be running in order for the webadmin control panel to function.
But can you access the webadmin area from the TS Client program?

Most of the functionality found in webadmin area is not present in the client. You need a web browser (such as Opera, Mozilla but preferably not IE :) ) to get into webadmin and of course the admin or superadmin password.
TS server is the program that runs the TS service on a computer where the clients connect to.
Feel free to correct me if I'm wrong.
in the server manual you'll find a description how to access the webinterface. You can do that basically from all PC's conencted to a TCP/IP network which is connected with the server PC (of course firewalls,... need to be set correct)
