I've not been able to locate the documentation anywhere. There is a very very light help file, but it doesn't explain what each of the settings do.
Example:
ChannelJoinChannelWithoutPassword ??
So is there good documentation on this? We're having security issues and really need to lock down what members can do, especially those with SA.

Well, this: "ChannelJoinChannelWithoutPassword ??" simply states that a person who has that permission available to them can join a password protected channel without having to ever enter in the password..... I thought all of these were in the server manual, but im not sure.... if you haven't checked in there, check it out, its very helpful :)

You might also want to use the TCPQuery admin interface if that is available to you. From there you can get info about the commands and settings with the "help" command.
Here is a collection of those commands:
http://www.vakio.net/files/ts2_commands.txt
And word document version for those who prefer to use it:
http://www.vakio.net/files/ts2_commands.doc
I hope that helps some. Mostly (if not complitely) these are the same settings or parameters found in the webadmin interface.
Cheers!

I just downloaded the HTML server manual, which is only found in these forums as a sticky post here. That particular security setting isn't listed along with many others. The ones that ARE listed just aren't described very well.
It's also odd that there are only 3 different usergroups that can be assigned certain access, also not explained in the documentation.
So if this is it for documentation, then I have a whole day of trial and error ahead of me it looks like, just to set TS up the way it should be. Default settings apparently leave you open to hackers, even logs are turned off so hackers cannot be traced. Anyway, sorry it turned into a rant, but was hoping for some actual documentation. lol!
