is there a way to run a server off a fto so the IP will also be the we addrese of the ftp?

As for a ftp-server is essentially a software running on a machine, you can run a ts-server on the very same machine! As long as it meets the requirements. If it's a rented one, it might depend on your contract (if you are even allowed to). Ask your provider.

pls read the FAQ thread "..run TS on webspace"... and then probably ask your hoster if you're not sure about shell access.
