is this able to be done with a rented ts or will it effect all of there customers

No, those that rent out TS servers cannot ad a customized banner. If the original owner of the TS server had a banner, that "jpg" file is then shared throughout all the rest of the servers.

not totaly true but mostly ;)
The hoster could install each TS server individually which would allow diff. banners. Most hoster, I guess, will however not do this as it is more complicate => so BearMan is generally right

how do you do the banner in linux i cant find the server.ini file

This file is created after the server started the first time. Are you sure you knwo how to search for a file on Linux ?
slocate, find,.... are helpfull tools.

It will most surely not help you, but on my gentoo sys it's under /var/lib/teamspeak..../

mgiht want to do an 'updatedb' first. Then try 'locate server.ini'
