After reinstalling windowz some billion times, I finally figured out that TeamSpeak is causing artifacts in *ANY* program that plays back video in a Video Overlay (WMP 9/10, Divx Player, Intervideo WinDVD).
Test:
Install Windows SP2.
Install Chipset Drivers. (nForce_6.53_WinXP2K_english.exe)
Install Video Drivers. (71.89_win2kxp_english.exe)
Install Divx.
Install Windows WMP 10
Play Divx. NO Arifacts. Stop Divx.
Play WMV. NO Artifacts. Stop Divx.
Install Teamspeak
Play Divx. NO Arifacts. Stop Divx.
Play WMV. NO Artifacts. Stop Divx.
Launch Teamspeak.
Play Divx. ARTIFACTS. Stop Divx.
Play WMV. ARTIFACTS. Stop Divx.
Close Teamspeak.
Play Divx. NO Arifacts. Stop Divx.
Play WMV. NO Artifacts. Stop Divx.
Play Divx/Wmv. NO artifacts.
Launch Teamspeak. ARTIFACTS appear.
Close Teamspeak. ARTIFACTS leave until NO Artifacts.

I realize that the compression of video's using Divx, WMV, or DVD (mpeg2) cause artifacts, but these artifacts I am referring to are random (places and COLOR!!!) in the video overlay. When I mean random, I mean if i play back the exact same video 40 times, I see artifacts that are based on compression in the same spot everytime (40 times), and artifacts that are at random places and colors(unknown its random). The random placement and colors go away when teamspeak is closed. Changing video drivers to older ones (even way back to 6x.xx) do not change the sircumstances.
