am an admin on the server but the only thing i can access is the server thru team speak client but i cart get onto the server thru the web admin interface is there a way to register a player to have web admin access in team speak client

There is a way to do this, but your server has to have its permissions set to allow it. What shows beside your name when you log in now?

As Fazooly asked, when you log into your server, is your name showing (R SA) beside it? If so, then this means you have admin access and SHOULD be able to log into your control panel without problems.

If you DO have the (R SA) but you still can't log into the control panel, I'd check the admin permissions to make sure it's set to allow admin's access to the cp.

If you do not have the (R SA) then you'll need to get yourself setup as an admin before access to the cp will be granted.
