Is it possible to make a server-side program for it?

No, there is no way to spy out other people in TeamSpeak and there wont ever be one!

What if someone made their own server program? Or edited the real one?

If someone did this he's breaking the license agreement and the law. TeamSpeak software is not open source software and therefore basic rules for closed source software apply. No reverse-engineering, code modifications, disassembling and all this stuff.

It is posible to listen on an active datastream.
You must very good coding on a un*x server.
I think the best idea is, to write an ghost-teamspeak-server.
When the Stream come on Port 8700UDP the ghostserver give it 100% to
internal 8767UDP Port and back to users.
When the ghostserver is complete, you login on the ghostserver and switching to any channels you wish.
the other users cant see you, because the datastream on mainserver are important for users.
for listen on other channels its not important to speak, so you only need a programm to copy and decode the main udp stream.
i think its very heavy and imposible, because you have no information about the teamspeak udp protocol but thats an idea to listen on other channels.
the privat informations are not for everyone so teamspeak team would not be coding any tools like that.

if u where to do searchs you would see that people have asked about this in the past many times and they have said many times there will NEVER be somthing that allows people to spy on other users in teamspeak...
