Still no WAN connections...?

I've been reading threads, and following the sticky.. and I still cannot get people to connect to my server. Ports (http://img296.imageshack.us/img296/5109/ports1ub.jpg) forworded correctly, I've checked that, rechecked that.. I've opened 8750-8770 just to see if that would help.. but no. All I see on the "Your IP's" > " list, is 192.168.101. It use to be 100, but since I restarted my router it changed. Yes, I changed all the port forwording numbers on the router to 101 as well, and still no luck.
Windows Firewall is off
BlackIce firewall (Tried allowing the ports, no go, so now its off)
My Router is the only firewall, and I have it configured correctly. I've tried just UDP for the Voice port, as of right now I just have both of them checked (UDP and TCP), like I said I've been trying things like crazy, but it doesn't work no matter what.
Any ideas? :confused:

hand out your real ip as listed at www.whatismyip.com , the only people to use the 192.x.x.x # are those inside your lan / house

Obviously... so how come people cant connect to me then? I took out the firewall, and hooked straight up to the modem, and it worked fine. So, what am I doing wrong when I set up the port forwording on my router (http://img326.imageshack.us/img326/9938/ts2setup8dj.jpg)?

whats in the pic loks good , i tryed it a few mins ago but i got no reply from server , is it up 24/7 ? tryed 1:25 central time
