not superadmin just a admin :)

Yes in the Webinterface.

You can login to http://localhost:14534 or http://TS-IP:14534

There you can change all passwords of all users.

Normally the Server-Admins (SA) have the permission to access the webpanel and change passwords of admins and users.

What do you mean with Server-Admin needs permission. The SA is an Server-Admin. The short form of Server-Admin is SA.

I'm saying thats its possible that the SA does not have permissions to change, but SAs do by default.
