TS Banner

I am trying to set up a banner that gos up in the top right of my TS server. I have read the FAQ concerning this and have made sure that my picture is 300 x 150 and is in jpg format. I have hosted my picture here (http://img27.imageshack.us/img27/6215/ts8vw.jpg).

According to the FAQ (unless i have missed anything) i have done everything correct, but still no-one can see the banner when they join my server. Any help would be appreciated.

Have you restarted your server?

I have the same problem. I have been working on this for over a week and had 2 seperate admins double check my settings against the FAQ tutorial, I have reset the server several times and still nothing.
I have even emptied my ts2 client cache folder in hope, but alas it was to no avail. i am using the same version stated in the tutorial and my banner is within the limits and readily accessible to everyone ,

So why does it not work ?
I hate to say it but i am sure that something is missing from the tutorial, please can someone help
