Channel Admin as Global Flag

Right now, I'm hosting a server for a bunch of people that play the same game.

The problem is that some of the rooms are going to be password locked.

What I'm trying to do is have two Channel Admins for the entire sever, but the CA flag only works in the channel that it's given in.

Is there a way to change this?

Also, I'm not looking to hear people tell me to use the Registered flag or Server admin flag. I simply want to make Channel Admin a global flag.

Channel Admin is no global flag...
Just what is Says CHANNEL ADMIN
you can give them channel admin in all the channels 1 by 1
but you cannot say in 1 channel you are a channel admin and he is it over hole your server
