Maybe this:

GFX URL=http://duad.de/~ts2/duad.jpg

Also I would use a better folder like ts2 not ~ts2 this is maybe a problem.
And the last thing. I hope you have restart you server.

Should be working well the way marcelrx wrote it no need for not using "~ts2" tested it on my lan server.
