If I'm not wrong;

C:\Documents and Settings\<User Name>\Application Data\teamspeak2\TeamSpeak.Conf on a WinXP pc...

remember, that file is hidden ! Enable "view hidden files" in your explorer settings to see it

i tried to view the file with notepad and it was in a unreadible text. So is there a program i need or what?

you can't, it's coded (and there is no viewer, at least I don't know of any)
