hi, can a server and client run and connect to each other on the same computer?

yes if u run a server on your computer you can connect to the server with a client on the same computer

it gives me the "server not responding" error, and my first version of that post was much more detailed but it would not post, to many char/words i guess.

First I would try uninstalling the server. And then reinstall the server. Connect with the client that you should have installed on your PC. Just use your ip address to connect to your server. I believe that the majority of Teamspeak users have both installed on their PC. It's just a matter of installing the Client and the Server. Nothing special about it.

are there any other settings
both are installed, both work, i can connect to the server with a different computer, my friends can connect to the server
I can connect with the client to a different server, just not to each other.
