Security settings won't let me through

I've turned off all of my firewalls, etc., but I keep getting a message telling me that the security settings won't allow the download to happen. Is there some sort of other security device on IE that may be blocking it? Or on WindowsXP?

Add the download location to your trusted sites.
IE properties -> security -> trusted sites -> add
