Problem with anonymous users

Lately we've had some problems with anonymours users comming into the Lobby and causing problems. They've been IP banned, but are using proxys to get around the ban.

What I'm wondering:
How can I restrict permission so that anonymous users can't talk in the Lobby at all? I can't find it in the permissions menu at all.

u need to set the lobby as moderated that will only allow registered uses or higher to talk

Only channel admins or higher can talk without voice, registered can't

really. ahh, hmmm why dont u just add a server password, or do u want it open to all
