Well I have read many forum posts, and looked over the server FAQ many times. I keep trying different placements with the GFX URL statement within my server.ini with no luck. I am hoping it is something very simple on my part. I just did a fresh install of the TS Server, so I am running the latest version. I host a webpage with a qualifying domain so that is where the image is. I can also browse using the exact url from the ini file to the image. It is a jpg image as well under 30kb in size. I have restarted the server many times. This is the only server running. Below I have pasted my server.ini

[debug]

Like I said, I hope I am missing something very basic/simple. Thanks to anyone who sees the problem.

so far it looks correct to me ? You don't have a problem with a existing banner cache file (I think described in the banner FAQ, see my signature) ?

No cache file to speak of. I have checked MANY times. This was a fresh client install as well. The only thing I can figure is maybe it doesn't like my jpg. I am going to test with some basic ones today to see. Thanks for replying, I am stumped.
