People echoing through their headsets

Buddy of mine bought an Altec headset. Non USB. He plugs in it and it works fine as far as him talking. How ever when anyone else talks we hear ourselves though his headset perfectly. Even if he mutes his microphone and we talk we can hear ourselves. Now on Push to talk option we don't hear ourselves unless we talk at the same time he does.

He's gone in a tried to change some of the input / output device settings and nothing thus far has worked.

Anyone have any experience with fixing this problem? What settings need to be checked or unchecked.
