when i create a moderated room my anonymous and registered players can not speak although they can hear us :S any suggestions why this is hapening ?

You gave the answer in your question. In moderated rooms people need to have voice privileges to speak. They're either part of the privilege set (SA, CA, O) or have to be bestowed separately (V).
