Does it exist a program file special for TS2 server. or do you mean that i shold just star TS2??

You will require server to be running in order to have a server so yes please start the server program. After starting the server program you will have to configure it.

Then after the server is started you will have to start the client program and specify your IP of the server.

Reading the manuals and doing searches on the forums should take you the rest of the way.
