Maybe the server is offline
or maybe teamspeak is not running on it

and 1400 port is opened and server is working

what is wrong ?

have you configured the voice server to run on port 1400 through the admin panel or is it running on the default port?

Check your general firewall setings of your router. I had the same problem too.
I had forward the port , but i had enable the general firewall setings of my router and those settings , althought i forwarded all the ports , the firewall block the port. I don't know why but it were hapened...
